Ministry of Tourism Collaborates with ILO to Conduct National Core Assessor Training for Hotel Services (Level C1)!
On the morning of December 22, 2025, with the high-level authorization of H.E. Huot Hak, Minister of Tourism, the HoKa Project Management Committee, in collaboration with the International Labour Organization (ILO), inaugurated a training course titled "National Core Assessors in Hotel Services". This program aligns with the Cambodian National Qualifications Framework (CQF) – Vocational Certificate 1 (C1) and is scheduled from December 22 to 27, 2025, in Phnom Penh.
The opening ceremony was presided over by Mr. Chhoup Ratana, Director of the Department of Tourism Professional Training, and Mr. Kong Dara, Senior Hospitality Lead of the Skills Development Programme (SDP). The event was attended by approximately 50 participants, including Deputy Directors-General, Department Heads, Ministry officials, National and ASEAN Master Trainers, as well as trainees from various tourism vocational schools, technical institutes, and hospitality business establishments.
This initiative is a component of the “Decent Employment for Youth in Cambodia” (DEY Phase III) project, implemented by the ILO and funded by the Swiss Agency for Development and Cooperation (SDC).
The primary objective of this training is to enhance the quality of tourism vocational education and strengthen human resource capacity by developing skilled national core assessors. This intervention is vital for elevating the standard of tourism services and fostering sustainable growth within Cambodia's tourism sector, thereby generating decent employment opportunities for citizens, particularly the youth.
The ILO continues to support the Ministry of Tourism in professional development through a series of three training workshops for Master Trainers and Core Assessors, targeting a total of 93 participants:
1. Front Office Master Trainer Course: (Nov 17–22, 2025) – 28 participants.
2. Food and Beverage Master Trainer Course: (Dec 1–6, 2025) – 35 participants.
3. National Core Assessor Course in Hotel Services: (Dec 22–27, 2025) – 35 participants.
It is noteworthy that these three sessions are conducted in accordance with the Cambodian National Qualifications Framework (C1). This achievement reflects the robust cooperation between the Ministry of Tourism, the ILO (via the DEY III project), and Swisscontact (via the Skills Development Programme).
The HoKa Project Management Committee serves as the technical secretariat responsible for the development of training materials and curricula for the National Qualifications Framework, spanning Certificate levels 1, 2, and 3 (C1, C2, and C3).
