Ministry of Tourism, in Collaboration with ILO, Organizes National Trainer Training on Front Office Skills in Accordance with Cambodia National Qualifications Framework Level 1 (C1)!
On the morning of November 17, 2025, under the high-level authorization of His Excellency Huot Hak, Minister of Tourism, the HoKa Project Management Committee, in collaboration with the International Labour Organization (ILO), launched a National Trainer Training workshop on Front Office Skills. This program aligns with the Cambodia National Qualifications Framework (CNQF) Vocational Certificate Level 1 (C1) and is scheduled to take place from November 17 to 22, 2025, in Phnom Penh.
The opening ceremony was presided over by His Excellency Pak Sokhom, Secretary of State of the Ministry of Tourism and high representative of Minister Huot Hak. Distinguished guests included Ms. Mary Kent, Employment and Labour Expert from the ILO, and representatives from the Skills Development Program (SDP) of Swisscontact. The event was attended by approximately 50 participants, including Deputy Directors-General, directors of tourism vocational schools, National and ASEAN Trainers, and trainees from various tourism vocational institutions, technical training institutes, and hospitality businesses.
This training program is part of the "Decent Employment for Youth in Cambodia (DEY Phase III)" project, implemented by the ILO with support from the Swiss Agency for Development and Cooperation (SDC). The initiative aims to enhance the quality of tourism vocational training and human resource development by empowering skilled trainers. This contributes to the overall improvement of tourism service quality and the sustainable growth of Cambodia’s tourism sector, which continues to generate significant decent employment opportunities for citizens, particularly the youth.
The ILO is supporting the Ministry of Tourism in professional training by organizing three training-of-trainer and assessor workshops for a total of 75 participants as follows:
1. Front Office Skills Training for National Trainers: November 17–22, 2025 (25 participants).
2. Food and Beverage Skills Training for National Trainers: December 1–6, 2025 (25 participants).
3. Front Office and Food & Beverage Skills Training for National Assessors: December 22–27, 2025 (25 participants).
It is noted that these three workshops are conducted in strict accordance with the CNQF Certificate Level 1 (C1). This milestone is a result of the ongoing collaboration between the Ministry of Tourism and Swisscontact through the Skills Development Program. The HoKa Project Management Committee serves as the technical secretariat responsible for developing the national qualification curriculum for Certificate Level 1 (C1), Level 2 (C2), and Level 3 (C3).
