Ministry of Tourism Accelerates the Development of Vocational Training Standards in Alignment with the Cambodia National Qualifications Framework (CNQF)
Phnom Penh: On February 9, 2026, under the high authorization of H.E. Huot Hak, Minister of Tourism, H.E. Pak Sokhom, Secretary of State and Chairman of the HoKa Steering Committee (HMC), presided over the opening ceremony of the "Consultative Workshop on the Review and Integration of Inputs for the Development of Tourism Vocational Training Packages." These packages target Technical and Vocational Certificates (TVET) 1, 2, and 3, focusing on Front Office, Housekeeping, Food and Beverage Services, and Food Production. The workshop was attended by 70 participants, including ministerial officials, National/ASEAN Master Trainers, curriculum specialists, and representatives from tourism industry associations.
The Secretary of State emphasized that the development of these training packages—covering 10 priority qualifications—is strictly aligned with the Cambodia National Qualifications Framework (CNQF). This initiative establishes standardized pathways for skill recognition and professional advancement for Cambodian practitioners. Furthermore, it enables individuals to pursue higher-level assessments and obtain certifications equivalent to the High School Diploma, thereby promoting lifelong learning. This strategic move directly supports the Royal Government’s 7th Mandate priority of providing vocational training to 1.5 million youth.
Under the leadership of H.E. Huot Hak, the Ministry of Tourism has outlined six core strategic pillars for 2026:
1. Enhancing international market research and tourism promotion to elevate Cambodia’s global profile.
2. Expanding national and international cooperation.
3. Facilitating travel convenience and connectivity.
4. Managing the quality of the tourism industry.
5. Developing diverse and attractive tourism products.
6. Promoting domestic tourism and organizing large-scale events.
The fourth strategy, concerning Tourism Industry Quality Management, is intrinsically linked to human capital development. This is achieved through the HoKa (Hospitality Kampuchea) program and training frameworks aligned with both national standards and the ASEAN Mutual Recognition Arrangement on Tourism Professionals (ASEAN MRA-TP). This consultative workshop serves as a pivotal platform for stakeholders to provide essential technical inputs for building Level 2, 3, and 4 qualifications, ensuring that Cambodia’s vocational training meets rigorous international benchmarks.
